What Awaits Ukrainians after Elections?


“Issues related to the budget were the most problematic for all presidential candidates without any exception”, – notes the Center’s CASE Ukraine economist Iuliia Shybalkina, having watched six rounds of tv-debates. The majority of promises are unrealistic. Moreover, even if the candidates try to fulfil them, it will bring quite disappointing effect for public finance: “Let us say, for example, that the salary of public employees doubles. Other conditions equal, it would mean three times budget deficit increase. What’s more, such Ukrainian policy would be the direct violation of IMF agreement, which insists on tough saving of funds. Most probable, in such case Ukraine would not manage to get the rest of $ 13.9 bln by the “stand-by” program”.
