Executive Director of CASE Ukraine Dmytro Boyarchuk has commented to the Apostrophe edition on the Pension Fund`s plans to simplify the process of public service by transferring pension management in the electronic form and thus reducing the size of shadow business.
According to Dmytro Boyarchuk, the Pension Fund is not enough authority to identify companies that one could characterize as ‘shadow businesses’.’The economic difference between enterprises which function legally and illegally is so strong, that negligent companies prefer the first option’, says the expert. ‘In addition, all those ‘minimizer’ enterprises are known by the Tax Office. To let them be legal it is needed only to transform the tax system.’
