The aim of the Project was to help Ukraine to make the social assistance system more efficient by simplifying procedures and increasing assistance targeting. The Project covered various issues of social assistance and was performed as five pilot projects.

The goal of the proposals developed under this pilot project is to promote social assistance beneficiaries to return to the labor market, to increase targeting of social assistance and to reduce abuse from the social assistance applicants engaged in the informal sector and not declaring their income.

This pilot project focused on enhancing the effectiveness of social inspector work, studying the ways of combating fraud and developing mechanisms of separating the trustworthy applicants from suspicious ones.

The housing subsidies program allows to support low-income families in terms of utility costs which can not be avoided, and to minimize the burden of rising energy and utilities prices on the needy population. Although being well-adjusted to the current economic conditions, the housing subsidy program has low targeting level (part of the funds goes to non-poor population) and is expensive and difficult to administer. That calls for its improvement.

Under this pilot project, the experts of CASE Ukraine focused on developing methodology for calculating income from informal sources that are not taken into account, fully or partially, while granting social assistance, such as income from informal employment, agricultural production and assets.

The Government of Ukraine has been striving to find ways of reforming the system of social privileges for a long time. The reasons for it are poor targeting of privileges, their in-kind (non- cash) provision, inadequate accounting mechanisms, and a large number of legislation acts regulating privileges provision (about 50). Under this pilot project, the experts of CASE Ukraine studied the relevant international experience and other experts’ works, and jointly with the Ministry of Labour and Social Policy proposed options for reforming the system of privileges and assessed their potential impact.

The project aims to develop theoretical background for social benefits monetization in Ukraine. At this research CASE Ukraine experts will concentrate on the issue of price subsidies. The main idea is to econometrically simulate elimination of price subsidies and estimate possible consequences of the reform on poverty level, inequality and fiscal stance.

The main idea of the project was to apply in Ukraine existing experience on leading indicators. The output of the project was an early warning system for predicting macroeconomic distresses.

The project aims at development of a framework for fiscal stability assessment in Ukraine. Fiscal stability assessment should become a part of the budget planning process, so that the budget plan would take into account risks and scenarios outlined in the risk assessment document.
