Improving the Mechanisms of Means-Testing: Indirect Means-Testing Method


During the work on the Social Assistance Reform Project, the experts of CASE Ukraine have developed the methods for improving the means-testing for determining social assistance eligibility and studied the issues of introducing unified eligibility criteria as regards property ownership for all means-tested benefits. Particular attention has been paid to the methodology of indirect (hybrid) means-testing used for estimating income derived from informal employment as well as to imputing household incomes from agricultural production and assets.
